Allow me to direct your attention to yet another DeFusco legislative-turd.
On Wednesday's meeting agenda, he's sponsored an ordinance to make the City (Hoboken Parking Authority) a registration authority for bicycle-parking. The City would permit annual bicycle parking permits in 'any municipal garage" for $52/year, as long as they meet nebulous "safety standards": working front and rear lights.
Now, utilizing city garages for bicycles is not necessarily a bad idea. But why make the City responsible for registration and inspection of bicycles for compliance with "safety standards."
Moreover, DeFusco's poorly written law omits Title 39 New Jersey statutes for bicycles in Motor Vehicles and Traffic Regulations.
If DeFusco wants to codify "safety standards" for City of Hoboken registration, they must also meet state's "safety standards." DeFusco's law does not address New Jersey statutes requiring brakes, an audible signal, rear and front night lights that are visible at up to 500 feet.

DeleteHis handlers don't care if their press releases make sense for Hoboken they are paid to keep his name in play. Mayor Bhalla is getting good press and credit for actually doing positive things to keep Hoboken moving forward and that makes their client nervous .
DeleteProviding bicycle parking in city garages is a good idea but doing so would require designating a specific area within the garage equipped with bike racks and a clear statement that the city is not responsible for any damage to or theft of bikes.
ReplyDeleteCoupling the parking with safety requirements is dumb. It adds both administrative costs and potential liability for the City. The fact that the requirements DeFusco is including are already mandated by State law makes the proposal even dumber.
