FALCO, RUSSO, RAMOS, DEFUSCO IN CAHOOTS TO DECLARE "EMERGENCY" FOR IMMEDIATE SHUTDOWN OF CONSTITUENT SERVICES

Mike DeFusco, Ruben Ramos, Vanessa Falco, Mike Russo are all implicated in this email, proof of their backdoor machinations to shutdown constituent services for Hoboken residents quickly. Their scheme is to call their ordinance abolishing the office an "emergency" so that the statutory delay ("estoppel") will be waived. Once estoppel is waived, the elimination of  Constituent Services and City Engineer becomes instant law.  

Does anyone see the irony in this scheme?   

Claiming "emergency" is the reason to shut down an office that handles emergencies for constituents, amidst a healthcare emergency.  Hundreds of Hoboken residents are in crisis on a range of issues: hunger, housing, employment, childcare, mental health. Hoboken residents need the Office of Constituent Services now more than ever.   

In 2019, Hoboken's Office of Constituent Services handled 2,500+ requests, assisted with 50 tenants in coordination with Hoboken's Tenant Advocate, oversaw 1,050 requests through Hoboken's 311 system, and sent over 6,000 emails to advocate for Hoboken residents. 

5th Ward Councilman Phil Cohen has direct knowledge of the work done by Constituent Services. In Phil's words:

"On top of the Office of Constituent Services’ everyday duties, during the COVID-19 pandemic, Ms. Caulfield and Ms. Pagan-Milano have assisted over 1,000 residents in need, many with major life implications. From building and deploying a team of 250 volunteers to feed 900 Hoboken seniors a week, connecting 35 food-insecure families to critical grocery deliveries from the Hoboken Food Pantry, interfacing with federal and state agencies to expedite the cases of 50 residents and small businesses owners with their PPP applications and unemployment insurance claims, and during the month of April alone, corresponding with approximately 700 residents to assist with COVID-related inquiries, Caroline Caulfield and Migdalia Pagan Milano have been the heart and soul of Hoboken’s frontline response to the COVID-19 pandemic."  

WHY THE RUSH TO SHUT DOWN CONSTITUENT SERVICES? 
I believe the reason is to deny public the time to organize in dissent.  This office is extremely popular. The volume of emails to the City Clerk and individual council members in support of keeping Hoboken Office of Constituent Services has been remarkable. That's why council members hope to push the law through so fast, the public 'won't know what hit them.'

COUNCIL PRESIDENT WILL NOT READ PUBLIC TESTIMONIALS
Part of this orchestration to hide public support, GA is told that Council President Jen Giattino will NOT read even ONE testimonial sent to the Hoboken City Council.  Not one.  Okay.  Since the Council schemers won't let public testimonials see the light of day, I will. Stay tuned.

In the meantime, will the same council members who claim they are abolishing Constituent Services to cut costs, vote to cut costs by downgrading their Rolls Royce health bennies?

  1. The resolution seems to to forgo their platinum healthcare plan and replace it with a HSA (Health Savings Account)?
